USCG – new leadership team
The US Coast Guard issued a message announcing its new leadership team scheduled to assume their positions on 25 May 2010, subject to Senate confirmation. The team will be comprised of:
Commandant - ADM Robert Papp
Vice Commandant - VADM Sally Brice-O’Hara
Commander, Atlantic Area - VADM Robert Parker
Commander, Pacific Area - VADM Manson Brown
Chief of Staff - VADM John Currier
USCG – Loran-C shutdown
The US Coast Guard issued a reminder stating that it will cease transmitting signals from most of its Loran-C stations nationwide as of 2000Z on Monday, February 8. Mariners who have been utilizing Loran-C as an electronic navigation tool are urged to convert to the global positioning system (GPS) as soon as possible. (2/4/10). Note: As I have stated previously, I believe that this is a short-sighted budget measure. GPS is an excellent tool, but it has known shortcomings, such as its susceptibility to interference and jamming. We should not be putting all our electronic navigation capabilities into one basket.
Department of the Army – PEIS for Joint High Speed Vessels
The Department of the Army issued a notice stating that it intends to prepare a programmatic environmental impact statement (PEIS) for the stationing and operation of up to twelve Joint High Speed Vessels (JHSVs). The JHSV is designed to support rapid transport of US military personnel and equipment. The PEIS will assess the potential environmental impacts associated with the proposed stationing of JHSVs in the following port locations: Virginia Tidewater area; San Diego area; Seattle-Tacoma area; Pearl Harbor area; and Guam area. Written comments should be submitted within 30 days. 75 Fed. Reg. 6003 (February 5, 2010). Note: That this notice has been issued by the Army highlights the frequently ignored fact that the Army has a maritime arm, with numerous vessels, some of which are ocean-going.
Marine Mammal Commission – meeting
The Marine Mammal Commission will meet in open session on February 21 and 23-24 in Point Reyes Station, California to conduct a review of potential effects of human activities, including aquaculture operations, on harbor seals in Drake’s Estero, Marin County, California. 75 Fed. Reg. 6062 (February 5, 2010).
House – bill introduced for study of deep water sea port in the Arctic
Representative Young (R-AK) introduced the Arctic Deep Water Sea Port Act of 2010 (H.R. 4576) to require a study and report on the feasibility and potential of establishing a deep water sea port in the Arctic to protect and advance strategic United States interests within the evolving and ever more important region. (2/2/10).
