USCG – butanol fuel blend for marine outboard engines

clip_image004 The US Coast Guard issued a notice stating that it intends to enter into a Cooperative Research and Development Agreement (CRADA) to investigate the use of butanol fuel blends within marine outboard engines, with the overarching goal of reducing the engines’ greenhouse gas (GHG) emissions. Comments on the proposed CRADA must be received by June 3. 76 Fed. Reg. 25362 (May 4, 2011).

BOEMRE – future of offshore oil and gas development

clip_image006 The Bureau of Ocean Energy Management, Regulation, and Enforcement (BOEMRE) issued a press release containing the remarks of Director Michael Bromwich concerning the future of offshore oil and gas development in the United States. (5/2/11).

House – hearing on maritime regulatory burdens

clip_image008 On May 24, the Coast Guard and Maritime Transportation Subcommittee of the House Committee on Transportation and Infrastructure will conduct a hearing on Creating U.S. Maritime Industry Jobs by Reducing Regulatory Burdens. (5/3/11). Note: The subcommittee should bear in mind that most regulations were promulgated based on legislative enactments. Possibly a legislative review would be more fruitful than a regulatory review.

Australia – Bunkers Convention update

clip_image010 The Australian Maritime Safety Authority (AMSA) issued a notice updating ship owners and operators on the application of the Bunkers Convention in Australia. The Convention entered into force on 21 November 2008 and has been implemented into Australian law. Ships covered by the Convention must carry a valid Bunkers Certificate. Australia requires the carriage of a Bunkers Certificate by all oil tankers that carry persistent oil as cargo, in addition to the appropriate certificate issued in accordance with the Civil Liability Convention. Australia also requires the carriage of a Bunkers Certificate by all oil tankers that are carrying, or may potentially carry, non-persistent oils as cargo. Marine Notice 6/2011 (4/20/11).

Singapore – tanker hijacked by pirates

clip_image012 The Singapore Maritime and Port Authority (MPA) issued a press release stating that, on 30 April, the Singapore-flag tanker Gemini was boarded by suspected pirates approximately 120 nautical miles from Dar es Salaam, Tanzania. There are 25 crewmembers on board the vessel. Singapore authorities are working with the ship manager. (4/30/11).
